I've also linked to perl2exe, a commercial packages that compiles perl for Windows, but it seems perlcc should do all you need. But perl2exe may have a nicer interface.
How do I compile Perl files into an executable on Windows XP?
http://search.cpan.org/~smuell...
download that, then... extract http://download.microsoft.com/... to your system32 folder
In the same directory as the PP folder:
perl makefile.pl
nmake install

Reply:download active perl. Just do a msn or yahoo search and you will get a compiler
